In 2024, the WHO finalised and introduced the new Interagency Emergency Health Kit to replace the 2018 version. MSF has chosen to deviate slightly by compiling its own version:
- The NCD (non-communicable diseases) module, which includes insulins, will be optional and not distributed in all contexts.
- Rapid diagnostic HIV tests are proposed as an option in accordance with MSF's recommendations for Post Exposure Prophylaxis after Accidental Exposure to Blood or Body Fluids.
- Due to sourcing issue, Biperiden injectable will not be included in the SUPPLEMENTARY MODULE. Following guidance from the Mental Health WG, injectable diazepam (already included in the regulated medicines unit) may be used as a temporary alternative.
Indications
The Interagency Emergency Health Kit 2024 (IEHK 2024) is mainly designed to provide healthcare to 10,000 people for a period of 3 months during the initial phase of an emergency situation.
The term "emergency" refers to a range of situations resulting from natural, political, and economic disasters.
Specifications
The IEHK is structured in a modular way, including 10 basic modules for use by healthcare workers in primary health care settings (or for primary services that may also be provided at the hospital level) and a supplementary module intended for use by physicians or healthcare workers with specialised training in hospitals setting.
The IEHK does not include items for:
- Immunisation and nutrition programmes
- Routine and ongoing reproductive health services
- HIV/AIDS, tuberculosis and leprosy programs
- Major surgery
- Oncology medicines
Components
The IEHK 2024 is composed of 10 BASIC MODULES (for 1,000 people each) and 1 SUPPLEMENTARY MODULE (for 10,000 people).
BASIC MODULE
The basic module is intended for use at the primary health care level (or outpatient services) by healthcare workers with limited training. It includes oral and topical medicines, essential medical devices, and simple treatment guidelines based on symptoms. In addition to the basic unit (= unit KMEDMBAS05A), there is an optional malaria unit (= unit KMEDMBAS05M). which must be ordered separately if needed.
The basic module is divided into 3 units to be ordered separately:
- KMEDMBAS05A = 1 basic unit containing medicines and renewable supplies
- KMEDMBAS05E = 1 basic unit containing equipment and stationary
- KMEDMBAS05M = 1 optional basic unit containing malaria rapid tests and antimalarial medicines.
SUPPLEMENTARY MODULE
The supplementary module is intended for use at the hospital level (or larger health centres with specialised services) by physicians, nurses, and other healthcare workers with specialised training.
It contains medicines (oral and injectable) and other medical supplies and should only be used together with one or more basic modules.
The supplementary module must be completed by the optional units, which must be ordered separately.
The supplementary module is divided into 15 units:
- MEDMSUP05A = 1 supplementary unit with oral medicines
- KMEDMSUP05AA = 1 supplementary unit with injectable medicines
- KMEDMSUP05H = 1 supplementary unit with mental health medicines
- KMEDMSUP05C = 1 supplementary unit with controlled medicines
- KMEDMSUP05B = 1 supplementary unit with cold chain medicines
- KMEDMSUP05D = 1 supplementary unit with items requiring regulated transport and packaging
- KMEDMSUP05E = 1 supplementary unit with equipment
- KMEDMSUP05S = 1 supplementary unit with renewable supplies
- KMEDMSUP05G = 1 supplementary unit with glucometer control solutions
- KMEDMSUP05GD = 1 supplementary unit with glucometers requiring regulated transport and packaging
- KMEDMSUP05L = 1 supplementary documentation unit
- KMEDMSUP05M = 1 optional supplementary unit with injectable antimalarial medicines and supplies.
- KMEDMSUP05P = 1 optional supplementary unit with post-exposure prophylaxis (PEP) treatment.
- KMEDMSUP05N = 1 optional supplementary unit with NCD supplies
- KMEDMSUP05NB = 1 optional supplementary unit with NCD medicines (insulins) requiring cold chain.

Precautions for Use
The medicines and medical devices included in this standard kit are designed to be easily accessible during the early stage of an emergency.. It is essential to quickly assess the specific needs of each situation to ensure that orders can be adjusted accordingly.
Warning
- The optional units must be ordered separately on your order form. They are NOT automatically sent together with the complete kit.
- Caution! The unit containing controlled medicines (psychotropic and narcotic drugs = KMEDMSUP05C) is never supplied when ordering the kit KMEDKEME5--. It is essential to place a separate order for the required psychotropic and narcotic drugs, and an import licence from the National Authorities of the destination country must be sent to your supply centre for these products.
- Contact your supply centre and refer to the information on psychotropic and narcotic drugs in the Medical Catalogue and order lists.
- Condoms are not included in the kit. Do not forget to order them according to the WHO formula: 25,000 for 10,000 people/month.
- Alcohol-based hand-rub, surgical masks, and respirators are also not included in the kit. These articles should be procured locally or ordered separately.
