KIT, INTERAGENCY EMERGENCY HEALTH 2024

In 2024 the new Interagency Emergency Health Kit was finalised and introduced by the WHO to replace the 2018 version. MSF has chosen to deviate slightly by compiling its own version:

  • The NCD (non-communicable diseases) module, which contains insulins, will be optional and will not be sent to all contexts.
  • The rapid diagnostic HIV tests are proposed as an option in accordance with the recommendations of the MSF Post Exposure Prophylaxis after Accidental Exposure to Blood or Body Fluids.
  • Due to sourcing issue, Biperiden injectable will not be included in the SUPPLEMENTARY UNIT. According to the Mental Health WG, diazepam injectable (already included in the regulated medicines module) may be used as a temporary alternative.

IEHK 2024 is designed principally to meet the first primary health-care needs of a displaced population without medical facilities.

Specifications

The term "emergency" is applied to various situations resulting from natural, political and economic disasters.

The Interagency Emergency Health Kit 2024 (IEHK 2024) is designed to meet the initial primary health care needs of a displaced population without medical facilities, or a population with disrupted medical facilities in the immediate aftermath of a natural disaster or during an emergency.

This kit is designed to provide health care for 10,000 displaced people for 3 months without impinging on the existing health facilities in the receiving area.

Components

IEHK 2024 is composed of 10 BASIC UNITS (for 1,000 people each) and 1 SUPPLEMENTARY UNIT (for 10,000 people).

BASIC UNIT

The basic unit is intended for primary health care workers with limited training. It contains oral and topical medicines, essential medical devices and simple treatment guidelines which are based on symptoms. In addition to the basic module (= module KMEDMBAS05A), there is an antimalarial module (= module KMEDMBAS05M) which is optional and must be ordered separately if needed.

The basic unit is divided into 3 modules to be ordered separately:

  • KMEDMBAS05A = 1 basic module containing medicines and renewable supplies
  • KMEDMBAS05E = 1 basic module containing equipment and stationary
  • KMEDMBAS05M = 1 specific module containing malaria rapid tests and antimalarial medicines.

SUPPLEMENTARY UNIT

The supplementary unit is intended for professional health workers and physicians. It contains specific medicines and medical devices and should only be used together with one or more basic units. The supplementary unit must be completed by the optional modules, these must be ordered separately.

The supplementary unit is divided into 15 modules:

  • KMEDMSUP05A = 1 supplementary module with oral medicines
  • KMEDMSUP05AA = 1 supplementary module with injectable medicines
  • KMEDMSUP05B = 1 module with cold chain medicines
  • KMEDMSUP05C = 1 module with regulated medicines
  • KMEDMSUP05D = 1 module with items requiring regulated transport and packaging
  • KMEDMSUP05E = 1 supplementary module with equipment
  • KMEDMSUP05S = 1 supplementary module with renewable supplies
  • KMEDMSUP05G = 1 module with glucometer control solutions
  • KMEDMSUP05GD = 1 module with glucometers requiring regulated transport and packaging
  • KMEDMSUP05H = 1 module with mental health medicines
  • KMEDMSUP05L = 1 module documentation
  • KMEDMSUP05M = 1 optional module with injectable antimalarial medicines and supplies.
  • KMEDMSUP05P = 1 optional module with post-exposure prophylaxis (PEP) treatment.
  • KMEDMSUP05N = 1 optional module with NCD supplies
  • KMEDMSUP05NB = 1 optional module with NCD medicines (insulins) requiring cold chain.

Precautions for Use

The medicines and medical devices included in this standard kit are convenient from the beginning of an emergency. For each situation, the specific needs must be assessed as soon as possible to allow orders to be adapted accordingly.

Warning

  • The modules which are optional must be ordered separately on your order form. They are NOT automatically sent together with the whole kit.
  • Caution, the module with regulated medicines (psychotropic and narcotic drugs = KMEDMSUP05C) is never supplied when ordering the kit KMEDKEME5--. It is necessary to place a separate order with the psychotropic and narcotic drugs required and to send to your supply centre an import licence for theses products from the National Authorities of the destination country.
  • Contact your supply centre and read the information on psychotropic and narcotic drugs in the Medical Catalogue and order lists.
  • Condoms are not included in the kit. Do not forget to order them following the WHO formula: 25,000 for 10,000 people/month.
  • Alcohol-based hand-rub and surgical masks/respirators are not included in the kit. These articles need to be procured locally or ordered separately.
